VACANCY – READY+ PROJECT COORDINATOR

TACOSODE has recently signed a sub-grant agreement with The International HIV/AIDS Alliance as part of a Regional SRHR-HIV/AIDS Programme in Southern Africa covering the period October 2016 to December 2020. The program under this sub grant seeks to address the needs of adolescents and young people (A&YP 10-18 years & 19-24years), with a focus on the additional needs of those living with HIV (A&YPLHIV). It is a multi-layered programme that will be implemented in four countries; Mozambique, Swaziland, Tanzania, Zimbabwe and is led by the International HIV/AIDS Alliance (the Alliance) with the AIDS Legal Network (ALN), M&C Saatchi World Services (Saatchi), Paediatric AIDS Treatment for Africa (PATA), Regional Psychosocial Support Initiative (REPSSI), the Global Network of Young People Living with HIV (Y+) and additional technical resource partners

As a Linking Organisation for the Alliance in Tanzania, we therefore require the services of a dynamic candidate for the following position:

Qualifications

· Degree in Social Science, Public Health Sciences or Related Other. Postgraduate degree will be advantage for this position.

· At least 5 years of relevant experience in public health or related field

· Knowledge and experience in HIV prevention strategies

· Demonstrate knowledge of the Tanzania health system and social networks

· Strong inter-personal and public relations skills

· Ability to work independently, take initiative and manage a variety of activities concurrently

· Ability to communicate technical issues effectively and persuasively

· Demonstrated ability to think analytically and take initiative in solving problems

· Excellent English Language oral and written communication, proficiency in MS Office suite

· Experience in working with NGOs on Health programs

Specific Responsibilities

· Develop program documents including work plans and technical concepts for The Alliance, Management and other Key Stakeholders

· Provide oversight with the development review and editing of all Partner documents including progress reports, budgets, MER plans and other documents required by donor.

· Coordinate the planning and implementation of program activities under the Alliance grant according to approved work plans and within stipulated timelines and budgets

· Attend relevant meetings with Development Partners and other stakeholders at national level including relevant Technical Working Groups

· Provide technical support to Implementing Partners on execution of their workplans and ensure all IPs understand Program priorities

· Participate in Program Review Meetings

· Ensure that IPs prepare and submit all required reports within the expected time frame

· Coordinate and participate actively in the planning, organising, facilitation and evaluation of capacity building activities for IPs in collaboration will the different departments within TACOSODE

· Actively participate in evaluating program achievements and use findings in facilitating improvement strategies to achieve desired targets

· Identify opportunities that will translate into improved quality of services and program implementation

· Prepare periodic reports according to donor rules for the Alliance

TERMS OF REFERENCE

CONDUCTING POLICY EVIDENCE BASED RESEARCH ON HEALTH RELATED POLICIES, GUIDELINES, STRATEGIES AND BUDGET

1. PROJECT BACKGROUND AND CONTEXT

TACOSODE is an umbrella Organization consisting of more than 280 members all over the Country.  TACOSODE is an abbreviation for Tanzania Council for Social Development formally known as National Council on Social Welfare Services registered in February 1965 as voluntary coordinating body for NGOs in the country. It is thus, a national umbrella Non-Governmental Organizations with a status of a Council.

Vision: The Vision of TACOSODE is to have “Capable civil society organizations (CSOs) working for social justices” and the mission statement states that “TACOSODE is an Umbrella non-governmental organization (NGO) aiming at improving capacities of NGOs and community based organizations (CBOs) to deliver quality services through training, networking, policy analysis, lobbing and advocacy”.

TACOSODE is implementing Citizen Engaging in Government Oversight (CEGO) in the Health Sector, a four year (2013-2017) project funded by United States Agency for International Development (USAID) aiming at improving citizen’s engagement in holding Iringa and Kongwa Districts Councils accountable for quality health services provision.

The overall goal of TACOSODE CEGO in the Health project is to ensure that citizens are provided with improved health services. This will be accomplished by strengthening the capacity of citizens to be able to hold their government accountable in  provision of quality health services in Iringa and Kongwa District Councils.

The project has three specific objectives which are:-

  1. Citizens’ engagement in local processes for participatory planning, budgeting, and information sharing in health increased
  2. Informed citizens demanding accountability in health service delivery; and
  3. Citizens’ engaging in national level advocacy for effective implementation of health related policies, guidelines, strategies and practices.

The project expected results are:

1. Improved environment for participatory planning and budgeting process in health

2. Targeted communities, CSOs, LGAs empowered to conduct SAM in health service provision

3. Targeted citizens using local governance structures to demand improvement in health service provision

4. Targeted Citizens using Text Messages (SMS) to provide feedback in health service provision increased

5. Citizens demanding government accountability in implementing health policies and guidelines.

2. PROBLEM DEFINITION:

There are gaps in availability of strategic information and evidence in relation to Health policies and guidelines, feasible strategies, costing and cost allocations for quality health programs and services to all citizens. The inadequacy in strategic information and evidence to shape  policy formulation has resulted to; 1) minimum efforts in reviewing and improved health policies and guidelines, 2) inadequate resource allocation for quality health services, and 3) design of programs not based on evidence.

TACOSODE is seeking to recruit one (1) Research Consultant to carry out systematic review of health policies, guidelines and linkages of policy and resource allocation processes.

The scope /focus of the qualitative study

The consultant will develop a qualitative study which is sufficiently targeted and focused to generate depth data on a specific issue on National health related policies, guidelines, practices and budget. Possible topics include:-

(a) Health Services delivery (b) Citizens access to quality health services in public health facilities (c) the roles of Health bodies and committees (d) health services providers (d) LGA’s role in ensuring provision of quality health services to citizens (e) Contradicting National health related policies and guidelines.

CONSULTANCY DURATION:

The implementation of the qualitative study/Public policy analysis, will start from June 27, 2016, with all data analyses completed, and resulting reports/papers drafted, by July 27, 2016. The consultant engagement will be between 20-30 days.

REQUIREMENTS FOR EXPRESSION OF INTEREST

TACOSODE is seeking for CVs from suitably qualified individual qualitative researcher or policy analyst with the following expertise:-

v Academic qualifications in sociology, anthropology, social psychology or public health,

v Preferably Masters or equivalent experience

v Experience in qualitative research on Public sectors policy analysis (preferably 5 years’ experience

v Experience in designing and implementing qualitative research protocols, including an understanding of the ethical considerations necessary for research, and ensuring data quality.

v Excellent oral and written communication skills in English (professional level), including evidence of paper/report writing to publication quality in the field of public health (evidence of peer reviewed publication in qualitative research in health field is preferred).

THE REGIONAL GLOBAL FUND PROJECT ON HIV & HARM REDUCTION

REQUEST FOR CONSULTANTS/RESEARCHERS TO DESIGN AND IMPLEMENT A QUALITATIVE STUDY ON HIV AND HARM REDUCTION IN TANZANIA

BACKGROUND

Kenya AIDS NGOs Consortium (KANCO) under a regional consortium of organizations successfully put through a concept note and was awarded by the Global Fund a regional grant to implement HIV and harm reduction interventions in eight countries.

TACOSODE as a sub-recipient of Global Fund in Tanzania (Mainland) is among eight  countries that have received Regional Grant to implement HIV and Harm reduction interventions in Tanzania. The regional project is named as the “HIV and Harm Reduction in Eastern Africa Regional Project”, and is being implemented in the following countries; Burundi, Ethiopia, Kenya, Mauritius, Seychelles, Uganda, United Republic of Tanzania (Mainland), and United Republic of Tanzania (Zanzibar)

The goal of the overall project is to increase access to essential HIV and harm reduction services for people who inject drugs in Eastern Africa. There are three linked overall objectives:

1. Creating an enabling environment to conduct harm reduction activities in Eastern Africa;

2. Strengthening of community systems for a sustained HIV response among people who inject drugs in eastern Africa; and

3. Generating and utilizing strategic information on drug use related interventions in the region.

PROBLEM DEFINITION:

There exist gaps in evidence in relation to the extent and nature of HIV and other harms linked to injecting drug use in Kenya. Thus, there is need to generate evidence in relation the potential and capacity for harm reduction interventions, and especially HIV prevention interventions, for people who inject drugs in Tanzania.

TACOSODE is seeking to recruit 2 qualitative researchers to collaborate with London School Hygiene and Tropical Medicine (LSHTM) and key stakeholders in Tanzania and support the design and implementation of qualitative studies on the social relations and contexts of harm and its reduction among people who inject drugs in the Tanzania.

The scope /focus of the qualitative study

Together, the researchers will develop a qualitative study which is sufficiently targeted and focused to generate depth data on a specific issue of harm reduction intervention development for people who inject drugs. Possible topics already identified as part of the development of this Global Fund supported project include:

(a) HIV risk and access to care among women who inject drugs; (b) the role of peer-based interventions in the delivery of harm reduction and/or in supporting access to HIV treatment and care; (c) sexual risk and the development and incorporation of sexual risk reduction interventions; (d) access to, and engagement with, innovations in methadone assisted therapy; and (d) the dynamics of self-organization among drug user networks.

The researchers, in consultation with local stakeholders, LSHTM and TACOSODE will either select one of these topic areas, or make their case for proposing an alternative. There is scope within the qualitative study to adopt a qualitative longitudinal design, enabling follow-up of a proportion of participants interviewed at baseline, if the research question driving the study requires it. Overall, the qualitative study should be designed around baseline depth or semi-structured interviews (up to n=30), and the researchers will design their studies in light of what is both feasible and needed locally/nationally. Studies may also include elements of ethnographic observation as well as other data sources. How studies undertake their coding and analyses of qualitative data will be critical to ensuring their quality and impact, and all studies will proceed with appropriate local ethics approvals.

CONSULTANCY DURATION:

The research inception meeting for this work will take place in Nairobi, Kenya on July 06-11, 2016. The implementation of the qualitative study, with appropriate local ethics approvals, will start from September 2016, with all data analyses completed, and resulting reports/papers drafted, by March 2017. The senior consultant engagement will be between 20-40 days and the mid- level researcher engagement spanning 30-50 days.

REQUIREMENTS FOR EXPRESSION OF INTEREST

TACOSODE is seeking for CVs from two suitably qualified individual qualitative researchers, with links to established national or local research institutions, to partner with LSHTM. One position is for a Principal researcher, and one position is for Assistant researcher. Each will work closely together to form a local research team. The key areas of expertise required are:

v Academic qualifications in sociology, anthropology, social psychology or public health,

v (preferably PhD for the Principal position, and Masters or equivalent experience for the midlevel

v position).

v Current links to a Health higher learning or research institution in Tanzania, ideally a University

v Experience in qualitative research on Key Populations (KPs), including interview data analyses, ideally in the field of drug use and HIV prevention (preferably 5 years’ experience for the senior position, and 3 years’ experience for the mid-level position).

v Experience in designing and implementing qualitative research protocols, including an understanding of the ethical considerations necessary for research, and ensuring data quality.

v Proven expertise in undertaking qualitative depth interviews, managing fieldwork, data coding, and thematic data analysis (demonstrating this expertise is considered a key requirement for both the senior and mid-level positions).

v Excellent oral and written communication skills in English (professional level), including evidence of paper/report writing to publication quality in the field of public health (evidence of peer reviewed publication in qualitative research in the health field is preferred for the senior position).

Subject: Request for Applications # RFA-TACOSODE-14000001 for the “Citizens Engaging in Government Oversight”

Tanzania Council for Social Development (TACOSODE) is seeking applications from NGOs/CBOs for funding as a sub grant for the Citizens Engaging in Government Oversight (CEGO) in Tanzania.

TACOSODE was awarded a grant from USAID under Democracy, Human Rights and Governance -Supporting  Accountability to Tanzanian Citizen (SATC) program to implement a “Citizen Engaging in Government Oversight (CEGO) in Health project” focusing Kongwa district council in Dodoma region and Iringa District council in Iringa region. This project started on 10th December 2013 ending on 9th December 2017.

The goal of the project is improved health services provision to citizens.

The specific objectives are:
